The U.S. Departments of Education and Health and Human Services invite you to view them a Google Hangout discussion about inclusion in early childhood programs and why it matters to states, early childhood programs, families, and young children with and without disabilities. The discussion kicks off a series of webinars on the research, practice, and public awareness of inclusion in early childhood programs, to be held over the next several months.

New Dear Colleague Letter on Free and Appropriate Public Education (FAPE)
The cornerstone of IDEA is the entitlement of each eligible child with a disability to a free appropriate public education (FAPE) that emphasizes special education and related services designed to meet the child's unique needs. The primary vehicle for providing FAPE is through an appropriately developed individualized education program (IEP) that is based on the individual needs of the child.This policy letter clarifies that IEPs for children with disabilities must be aligned with state academic content standards for the grade in which a child is enrolled.

New Website: IDEAs that Work: Preparing Children and Youth with Disabilities for Success
As part of its celebrations of the 40th anniversary of the Individuals with Disabilities Education Act (IDEA), OSERS launched a new Website entitled: IDEAs that Work: Preparing Children and Youth with Disabilities for Success [http://ccrs.osepideasthatwork.org]. As school systems work to implement rigorous academic standards and prepare diverse learners for success beyond graduation, we are proud to announce this additional support for teachers and families of students with disabilities and struggling learners. The IDEAs that Work Web site is designed to connect teachers and families with resources to assist them in supporting the academic, social, emotional and behavioral needs of students as they become college and career ready.

New Early Learning Site
The goal for ED's new early learning site is to help improve the health, social-emotional, and cognitive outcomes for all children from birth through 3rd grade, so that all children, particularly those with high needs, are on track for graduating from high school college- and career-ready.

Including Students with Disabilities in High-Quality Preschool
The U.S. Departments of Education and Health and Human Services released a policy statement highlighting the importance of making sure that all young children with disabilities have access to inclusive high-quality early childhood programs. Secretary of Education Arne Duncan announced the new policy statement in Kansas City, Missouri, during the first stop of his back-to-school bus tour.

Questions and Answers Regarding Inclusion of English Learners with Disabilities in English Language Proficiency Assessments and Title III Annual Measurable Achievement Objectives.
This guidance document is on the inclusion of English Learners (ELs) with disabilities in English language proficiency (ELP) assessments under Titles I and III of the Elementary and Secondary Education Act of 1965, as amended (ESEA). These are assessments designed to measure the progress of ELs in attaining English language proficiency. The Office of Elementary and Secondary Education (OESE) administers the ESEA and the Office of Special Education and Rehabilitative Services (OSERS) administers Part B of the Individuals with Disabilities Education Act (IDEA). OESE and OSERS are issuing the guidance to help states and LEAs understand how Part B of the IDEA and Titles I and III of the ESEA address the inclusion of ELs with disabilities in annual state ELP assessments. The 2014 guidance was amended by the 2015 Addendum.

About OSEP

The Office of Special Education Programs (OSEP) is dedicated to improving results for infants, toddlers, children and youth with disabilities ages birth through 21 by providing leadership and financial support to assist states and local districts.

The Individuals with Disabilities Education Act of 2004 (IDEA) authorizes formula grants to states and discretionary grants to institutions of higher education and other non-profit organizations to support research, demonstrations, technical assistance and dissemination, technology and personnel development and parent-training and information centers.
