Eligible Applicants: A consortium of public and private nonprofit IHEs that includes at least one Historically Black College or University (HBCU), Tribally Controlled College and University (TCCU), or other Minority-Serving Institution (as defined in the notice).

Minority-Serving Institution (MSI) means an institution that is eligible to receive assistance under sections 316 through 320 of part A of title III, under part B of title III, or under title V of the Higher Education Act of 1965, as amended.
