Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act of 1990: South Carolina Technical College System (SC), OCR Case No. 11-11-6002

On March 8, 2013, OCR resolved a proactive compliance review initiated against the South Carolina Technical College System (System), South Carolina.  OCR’s investigation revealed that the websites operated by the System and two of its member colleges were not readily accessible to persons who are blind, have low vision, or have other print-related disabilities.  OCR determined that the sites were not in compliance with two federal laws enforced by the Department of Education -- Section 504 of the Rehabilitation Act and Title II of the Americans with Disabilities Act.  The System agreed, by entering into a voluntary resolution agreement, to ensure that the SCTCS website and the websites of all the colleges within the system are accessible to students with disabilities, to develop a resource guide that provides information about web accessibility requirements, standards, and links to reference materials, and to review and monitor the colleges’ websites.
