The purpose of the Disability Innovation Fund (DIF) Program, as provided by the Consolidated Appropriations Act, 2015 (Pub. L. 113-235), is to support innovative activities aimed at improving the outcomes of "individuals with disabilities," as defined in section 7(20)(A) of the Rehabilitation Act of 1973, as amended by title IV of the Workforce Innovation and Opportunity Act (WIOA). Consistent with this purpose, the Department published a Notice of Final Priorities and a Notice Inviting Applications in the Federal Register on August 1, 2016, soliciting applications for transition work-based learning model demonstrations.

The Transition Work-Based Learning Model Demonstrations will identify and demonstrate practices, which are supported by evidence, in providing work-based learning experiences in integrated settings under the vocational rehabilitation (VR) program, in collaboration with State educational agencies (SEAs), local educational agencies (LEAs), and other key partners within the local community, to improve post-school outcomes for students with disabilities.
