Immediate Office of the General Counsel Functional Statement

The General Counsel performs the functions described in Section I and supervises the work of his or her own special assistants and the three subcomponent organization supervisors. Staff in the General Counsel's Immediate Office handle special assignments for the General Counsel and provide support services for the Office. Staff performing executive management functions provide support to the Office of the General Counsel and to the Office of Legislation and Congressional Affairs. The staff is supervised by an Administrative Officer who is responsible for managing and coordinating personnel activities including employee recruitment, selection, and promotion; provides advice, information, and assistance to staff in assigned offices on employee relations matters including grievances, employee discipline and related matters; plans and develops the budget for assigned offices, including preparing fiscal operating plans, analyses, and reports; approves expenditures and obligations, and secures contracts for support services and equipment. Staff develop, recommend, and implement policies and procedures in the areas of procurement, space management, and property controls; maintains and directs an automated tracking and logging system for OGC correspondence and other incoming and outgoing materials; directs the design, installation, and maintenance of information technology systems, maintains the OGC Law Library, and the renewal of subscriptions.
