The Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Investment Act (WIA), required eligible state agencies to prepare 5-year state plans consistent with the Office of Career, Technical, and Adult Education (OCTAE) Guide for the Development of a State Plan Under AEFLA.
To assist states in developing revisions to their plans, OCTAE reinstated its original Guide, which includes appropriate references to various sections of the AEFLA, Title II of the Workforce Investment Act of 1998 or federal regulations. Submissions currently required need be only pertinent revisions, not full plans. In addition to new performance levels for the upcoming program year, for example, states receiving increases in their allotments would indicate what new state leadership activities they plan to undertake. States revising their funding formulas would outline these new formulas in their state plan revisions. These revisions are simply updated sections of the original plans. Revisions must meet requirements set for the original sections summarized in the guidance documents below.
Each year on December 31, OCTAE's State Plan Extension Guidance PDF (103K) is available for use in preparing State plan extensions due to OCTAE by close of business on April 1.
