Program Description

Supports pilot programs for Institutions of Higher Education that expand the services of their bookstores so as to provide the option for students to rent college course materials. The program objective is to achieve savings for students by renting course materials--including text books--instead of purchasing such materials during the course of their study on a college campus.

Types of Projects

The projects supported by this program may include, but are not limited to, activities that (1) acquire course materials that the entity will make available by rent to students; (2) develop or acquire equipment or software necessary for the conduct of a rental program; (3) hiring staff needed for the conduct of a rental program, with priority given to hiring enrolled undergraduate students; (4) building or acquiring extra storage space dedicated to course materials for rent; (5) place a priority on higher cost course materials; (6) place a priority on materials for introductory level classes; and (7) focus on students with the greatest financial need.

Additional Information

The Pilot Program for Course Material Rental is administered by the U.S. Department of Education's Fund for the Improvement of Postsecondary Education (FIPSE). This is a pilot program authorized under Section 803 of the Higher Education Opportunity Act, Pub. L. 110-315; 20 U.S.C. 1015b. In addition to the selection factors required by Code of Federal Regulations, an additional factor we consider in selecting an application for these awards is the use of quantitative measures to demonstrate the immediacy and effectiveness of the proposed rental program in reducing textbook costs for students.
