This Web page provides the public with background information regarding the Department's regulatory effort in 2012-2014. The Department has formed three negotiated rulemaking committees to address various changes to the Title IV, HEA program regulations. Please see the individual committee Web sites for detailed information pertaining to each topic.

Negotiated Rulemaking Committee Meetings

All sessions will run from 9:00 a.m. to 5:00 p.m. unless otherwise indicated.

The meetings will be held at the U.S. Department of Education at 1990 K Street, N.W., Eighth Floor Conference Center, Washington, DC 20006.

Meetings are open to the public.

Federal Register Notices by Date

  • Notice of Proposed Rulemaking – Federal Direct PLUS Loan Program

    On August 8, 2014, the Department published a Notice of Proposed Rulemaking in the Federal Register proposing new regulations that will update eligibility standards and improve access for student and parent borrowers under the federal Direct PLUS loan program.

  • Notice of Proposed Rulemaking – Violence Against Women Act

    On June 20th, 2014, the Department published a Notice of Proposed Rulemaking in the Federal Register to implement the changes made to the Clery Act by the Violence Against Women Reauthorization Act of 2013.

  • Notice of Proposed Rulemaking – Gainful Employment

    On March 25, 2014, the Department published a Notice of Proposed Rulemaking in the Federal Register to establish measures for determining whether certain postsecondary educational programs prepare students for gainful employment in a recognized occupation, and the conditions under which these educational programs remain eligible for the student financial assistance programs authorized under title IV of the Higher Education Act of 1965, as amended.

  • Request for Negotiator Nominations – Program Integrity and Improvement Committee

    On November 20, 2013, the Department published a notice in the Federal Register announcing our intention to establish a negotiated rulemaking committee to prepare proposed regulations to address program integrity and improvement issues for the Federal Student Aid programs authorized under title IV of the Higher Education Act of 1965, as amended. The notice sets a schedule for the committee meetings and requests nominations for individual negotiators to serve on the negotiating committee.

  • Request For Negotiator Nominations – Violence Against Women Act Committee

    On September 19, 2013, the Department published a notice in the Federal Register announcing our intention to establish a negotiated rulemaking committee to prepare proposed regulations to address the changes to the campus safety and security reporting requirements in the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, made by the Violence Against Women Reauthorization Act of 2013. The notice sets a schedule for the committee meetings and requests nominations for individual negotiators to serve on the negotiating committee.

  • Request For Negotiator Nominations – Gainful Employment Committee

    On June 12, 2013, the Department published a notice in the Federal Register announcing its intention to establish a negotiated rulemaking committee to prepare proposed regulations that establish standards for programs that prepare students for gainful employment in a recognized occupation. The notice sets a schedule for the committee meetings and requests nominations for individual negotiators to serve on the negotiating committee.

  • Intent to Establish Negotiated Rulemaking Committee; Public Hearings

    On May 31, 2013 the Department announced the addition of a June 4, 2013 public hearing in Atlanta, Georgia, in the Federal Register. More information is provided below.

    On April 30, 2013, the Department published a correction notice in the Federal Register to make clear that the correct docket ID for both the May 1, 2012 notice and the April 16, 2013 notice is ED-2012-OPE-0008.

    On April 16, 2013, we published a second notice in the Federal Register, announcing additional topics for consideration for action by the negotiated rulemaking committee. We also announced three additional public hearings at which interested parties may comment on the new topics suggested by the Department, and may suggest additional topics for consideration for action by the negotiated rulemaking committee. Transcripts from these hearings will be posted below.

    On May 1, 2012, the Department published a notice in the Federal Register to announce our intention to establish a negotiated rulemaking committee to prepare proposed regulations for the Federal Student Aid Programs authorized by the Higher Education Act of 1965, as amended (HEA). This notice announced two public hearings at which interested parties could comment on the topics suggested by the Department and suggest additional topics for consideration for action by the negotiated rulemaking committee. Transcripts from those hearings can be found below.

    Written comments submitted in response to these notices may be viewed through the Federal eRulemaking Portal at www.regulations.gov. Instructions for finding comments are available on the site under "How to Use Regulations.gov" in the Help section. Individuals can locate the appropriate docket for both notices by entering in the search box docket ID ED-2012-OPE-0008.
