About These Resource Materials

Welcome to the U.S. Department of Education's site on English language education.

The Office for Civil Rights (OCR), U.S. Department of Education developed these materials in response to requests from school districts for a reference tool to assist them through the process of developing a comprehensive English language proficiency or English language learners (ELL) n1 program. These materials discuss helpful steps to follow in designing or revising a program. These materials are intended as a resource for district use, not a statement of specific new legal requirements.

Included with these materials are a glossary, a resource list, and a series of ELL program flow charts. The glossary provides definitions of specialized terms used in educating ELL students. The resource list includes web sites that contain information and tools to assist school districts in educating ELL students.

n1 - The term ELL as used in these materials refers to national-origin-minority students who are limited-English-proficient(LEP).
