FY2016 Carol M. White Physical Education Program (PEP) Grant Recipients

America On Track (CA), a community-based organization, proposes to serve 5,000 K-8 students to help them meet California state standards in physical education (PE). America On Track, with seven other community partners, will use promising new strategies along with proven strategies to enhance health and fitness services.  They will focus these services on ten schools with the “On Track Through Fitness & Nutrition Project,” a comprehensive physical activity, health, and nutrition program.  Partners include the Centralia Elementary School District, which has eight K-6 schools with a total enrollment of 4,500 students, and the Diocese of Orange, which has two K-8 elementary schools with a total enrollment of about 500 students.  Project activities include: 1) Implementing evidence-based physical education and health education curricula, after conducting a PECAT & HECAT analysis, for all targeted K–8 students and integrating the Presidential Youth Fitness Program into curricular activities; 2) Implementing strategies to help students build mastery of non-cognitive skills; 3) Developing and/or enhancing School Health Teams at all partner school sites; 4) Expanding the Viva la Salud Health and Wellness Program; and 5) Providing professional development for school staff, including PE specialists.

Chico Unified School District (CA) proposes to serve approximately 1,500 students through their “Active Kids Healthy Lives” program. The program will be implemented through the Afterschool Education and Safety/21st Century Community Learning Center programs in six elementary schools and two middle schools. The program has three goals: 1) Implement standards based PE in the afterschool programs; 2) Increase student physical activity and improve health and nutrition education; and 3) Enhance student physical, mental and social or emotional development. The following performance measures will be used to track progress in meeting goals:1) 90 percent of participating students will engage in 60 minutes of daily physical activity; 2) 80 percent of participating students will meet healthy fitness zone standards; 3) 75 percent of participating students (K-8) will have a healthy BMI or will have made statistically significant progress toward a healthy BMI; 4): 75 percent of participating students will consume fruit two or more times per day and vegetables three or more times per day; and 5) 85 percent of students participating in the First Tee program will successfully complete the program.

Madera Unified School District (CA) proposes to serve 20,306 students (10,261 elementary, 4,672 middle school, and 5,373 high school), 49 PE teachers, 168 academic teachers in 18 elementary, 4 middle, and 4 high schools through their Student Health Advanced with Physical Education and Nutrition (SHAPEN) project. The SHAPEN project has three overarching goals: 1) Improving students’ understanding of and commitment to physical fitness, and raising levels of individual student physical fitness; 2) Increasing students’ knowledge and practice of healthy eating habits and good nutrition; and 3) Increasing teacher content knowledge and instructional strategies in nutrition and physical education. In addition to PEP GPRA measures, SHAPEN project performance indicators include: 1) Decreasing the percentage of students who are designated as overweight or at risk for being overweight by five percent per year and 15 percent over three years; 2) Increasing the number of students meeting all six California Physical Fitness Standards by 20 percent over the three-year program period; 3) Ensuring at least 90 percent of students in PE classes have defined personal goals for physical fitness by the end of the third project year; 4) At least 90 percent of district PE teachers will increase their content knowledge of and best practices in physical education, physical activity, and nutrition education; and 8) At least 50 percent district non-PE teachers will incorporate physical activity and nutrition standards into academic curriculum.

Napa County Office of Education (CA) proposes to serve 6,134 students in 8 middle schools through “Project FIT.” In implementing the project, the Napa County Office of Education and collaborative partners will use research-based approaches to increase student health and encourage positive life choices, with a focus on developing physical literacy and lifetime fitness. Project activities to achieve the goals include: 1) Increasing the amount of student physical activity; 2) Providing standards-aligned PE and nutrition programming; 3) Offering nutrition education to students to promote healthy lifestyles and the increased consumption of fruits and vegetables; 4) Review and improving school policies around promoting good nutrition and health among students; 5) Providing staff training in PE and nutrition; and 6) Engaging students in positive, rigorous physical activity during lunch/breaks.

Oakland Unified School District (CA) proposes to serve approximately 3,000 students each year through their “Oakland Active All Day” project. The project has five overarching goals: 1) students will be physically active; 2) students will have good nutrition habits; 3) students will be physically fit; 4) students will improve their mastery of social and emotional skills; and 5) schools will support a positive health & wellness culture for students. Project activities will focus on Wellness Champions, who are individuals who lead Health & Wellness systems and programs at school sites. Wellness Champions are recruited, trained, and supported by the district in partnership with a committed school site administrator. In addition to PEP GPRA measures, core performance indicators include:1) Increasing the number of students who demonstrate pro-social behavior (i.e., self-responsibility, social interaction, and group dynamics) while engaged in physical activities; 2) Increasing the number of “Wellness Champions” with a physical or nutrition education focus at target schools; 3) Increasing the hours of training and professional development in physical/nutrition education provided to Wellness Champions; and 4) Increasing the number of classroom teachers trained in the Playworks organized recess model.

Bibb County School District (GA) proposes to serve 26,749 students in all 34 district schools through the “Healthy for Life” (HFL) project. The goal of the HFL project is to help students meet Georgia state standards for comprehensive health and physical education by enhancing the district’s current K-12 physical education and nutrition programs. Activities to achieve the HFL project goals include: 1) Providing targeted professional development to PE teachers; 2) Offering PE and nutrition training for all classroom teachers; 3) Providing food service staff with professional development; 4) Expanding summer PE and nutrition programs; 5) Providing fitness opportunities and health education throughout the school day; 5) Assessing and tracking student progress in obtaining fitness and nutrition goals.

Cook County School District 104 (IL) proposes to serve approximately 900 students in six schools with the implementation of their “Fitness Culture” project. The overarching goal of the project is to implement systemic school-wide policies and curricula in order to support improved fitness and nutrition for students. The Fitness Culture project has three objectives: 1) 80 percent of the 40 teachers in grades 3-8 in participating schools will have increased their ability to assess students’ physical fitness, nutrition, and non-cognitive behaviors, and implement a high quality research-based model PE, nutrition, and non-cognitive instruction and support curricula aligned to the six Illinois state standards for physical development and health; 2) 900 students will have improved their physical fitness and nutritional habits in order to meet Illinois state standards for physical education and nutrition; and 3) 900 students participating in project activities will have increased their non-cognitive skills and behaviors.

Buffalo City School District (NY) proposes to serve 33,952 K-12 students in the district’s 55 schools by creating opportunities for students to engage in physical and nutritional education and activity during the school day, afterschool, and on weekends through the “Get Fit Get Healthy Buffalo” (GFGHB) initiative. The goal of the GHGFB initiative is to enhance and increase the quality and efficacy of district-wide K-12 health and wellness supports and services to help students meet the New York State PE standards. Project activities to achieve the goals include: 1) Integration of evidence-based curriculum into district curriculum through the integration of the SPARK and CATCH; 2) Professional development of physical education, health and classroom teachers to incorporate research-based practices in the classroom that promote increased physical activity and health and nutritional instruction to promote a healthy lifestyle for the students; 3) Focusing on the lowest performing schools to incorporate a “full service” model to build bridges between families and communities leading to improved student learning; 4) Offering after school programming and Saturday programming that will utilize the CATCH curriculum materials to enhance student health, nutritional and wellness instruction; and 5) Collaborating with community-based partners to expand nutritional and fitness opportunities available to students.

Depew Union Free School District (NY) proposes to serve a total of 1,809 students in one elementary school, one middle school, and one high school through their “WellCats For Life”initiative.  WellCats for Life has four core performance measures to be attained by the end of the initiative: 1) All served students in grades K-12 will improve their health and fitness levels; 2) 95 percent of served students will have increased consumption of fruit and vegetables; 3) All secondary students will receive 2 units of outdoor education annually promoting attainment of applicable New York State PE standards; 4) All secondary students will receive 2 units of dance education annually promoting attainment of applicable New York State PE.

Pembroke Central School District (NY) proposes to serve 1,800 students at the elementary level through their “PALS for Healthy Lifestyles” program. Pembroke Central School District, combined with its neighboring school district Alexander Central School District, will initiate the program in at least 5 school sites. The overarching goal of the program is to improve the overall health and wellness of both districts starting with education at the primary level and encouraging a continuation of the developed skills through adulthood.  Key project objectives include: 1) implementing standards-aligned curricula based on research in both districts; 2) increasing students’ daily physical activity levels; 3) increasing students’ overall fitness; and 4) increasing students’ consumption of recommended daily amounts of fruits and vegetables.

Cleveland Municipal School District (OH) proposes to serve more than 41,000 K-12 students on 96 school campuses through their “Health in Motion” program, a series of health curriculum improvements and physical activity opportunities for students. Project activities include: 1) Implementing a research-based instructional program called OPEN (Online Physical Education Network for Grades K-12 & After-School) with students; 2) Creating a new instructional resource, “Power Standards”, to address the five CDC-recommended obesity prevention and activity dosage behaviors; 3) Increasing student physical activity levels during PE by 5-10 minutes a day with an additional 15-20 minutes a day for the students served by differentiated afterschool programs; 4) Creating a new parent outreach program based on the supplemental resources from the OPEN and PE Fit curriculum which will enable students to become advocates and roles models for the younger students while becoming informed “health advocates” at home; 5) Using 3-5 minute physical activity videos called “Brain Breaks” in the K-5 classrooms; and 6) Implementing high school “Exercise Science Labs” with the purchase of cardiovascular fitness equipment.

Tahlequah Public Schools (OK) proposes to serve 3,540 students in grades K-12 in three elementary schools, one middle school, and one high school with their Healthy Eating, Activity, Responsibility, and Training (HEART) project. Project goals include: 1) Increasing the number of participating students who engage in 60 minutes of daily physical activity; 2) Increasing the number of students who consume fruit and vegetables regularly; 3) Increasing the percentage of students who achieve age appropriate cardiovascular fitness levels; 4) Increasing the number students in grades K-12 who demonstrate significant progress in meeting Oklahoma’s PASS PE grade-specific standards for PE; 4) Improving whole school scores on state standardized tests; and 5) Improving teacher knowledge and ability to lead PE and health instruction in the classroom.

Beaverton School District (OR) proposes to serve 28,000 students at all 44 elementary and middle schools. Project objectives include: 1) Meeting state standards by increasing student physical activity to 150 minutes per week in elementary school and 225 minutes per weeks in middle school; 2) Integrating movement and student activity throughout the day to boost attention, engagement, and academic performance; 3) Integrating nutrition standards and instruction into PE classes; and 4) Improving the quality and consistency of PE offerings across the district.  Expected outcomes include: 1) Increased student activity levels; 2) Reduced student behavioral referrals and improved school climate; 3) Improved student academic performance; 4) Increased alignment to state content standards; 5) Increased school health as measured by the School Health Index; and 6) Increased quality and consistency in PE, nutrition, and movement instruction programming.

Fond du Lac School District (WI) proposes to serve 7,340 students at all 15 schools in the district with their Mindfully Active Community (MAC) project. A primary project goal is to sustainably improve nutrition, student wellness, and physical activity programming to better reflect best practices in the field and the needs of the diverse students and community. The MACproject will help Fond du Lac students demonstrate more responsible decision-making, goal-setting, and improved interpersonal skills. Project activities include: 1) An improved student assessment system, featuring wearable technologies that helps students establish personal fitness objectives and strategies by which to achieve them; 2) Expanded opportunities for youth to pursue physical activity after school hours with research-based Active Schools: Core 4+ strategies; 3) Increased instruction in cognitive concepts about leading healthy lifestyles through creation of inter-disciplinary lessons and expansion of evidence-based programs; 4) Additional opportunities for youth to develop friendships, build self-esteem, work cooperatively, and take “healthy risks” through new team-building activities; 5) A multi-strategy initiative to promote healthy food choices and good nutrition; 6) Greater community and parent involvement through enhanced local partnerships; and 7) Ongoing professional development for physical education department staff in an effort to keep abreast of the latest trends in the field.

Sheboygan Area School District (WI) proposes to serve 10,247 students at 27 schools through their “Spirit on the Lake” program. The program will promote: lifelong physical activity among students; alignment of the PE and nutrition curricula with state standards; knowledge about good nutrition, fitness concepts, and self-management skills to help students set and achieve personal health goals; and, engaged students who independently participate in physical activity for fun in and out of school. Project activities to achieve the goals include: 1) Rewriting the K-12 PE curriculum so that it is sequential, age-appropriate, developmental, and aligned with all Wisconsin State standards; 2) Capitalizing on local resources to develop new family activities to be conducted on a monthly basis; 3) Introducing the Discover MyPlate and Serving Up MyPlate USDA Team Nutrition curricula to impact more than 5,300 K-5 students at all elementary schools; 4) Continuing to improve the district’s wellness policies regarding nutrition and physical activity; 5) Expanding the PE student assessment program so that all students  in grades 6-12 learn how to monitor personal progress, set goals, and understand, improve, or maintain physical well-being; 6) Reinstating middle school athletics so that thousands of Sheboygan youth, regardless of poverty status, are given increased opportunity to engage in physical activity and develop critical developmental and interpersonal skills; 7) Introducing  activities and programs that have been designed to develop cognitive concepts about physical fitness; and, 8) Introducing new PE units (Adventure Ed, wall climbing, cooperative games, etc.) that build students’ self-confidence, academic and problem-solving skills, and social ability.

Natrona County School District (WY) proposes to serve 13,082 K-12 students, 65 PE and Health Education teachers, and 400 elementary classroom teachers in 35 schools.  There are three overarching goals for the PEP project: 1) Expand the district’s capacity to offer a standards-based, coordinated, best practice K-12 physical education and nutrition education programs; 2) Improve the physical fitness, activity levels, and eating habits of district K-12 students – as outlined by the Wyoming State standards; and 3) Track and demonstrate the association between improved student health and fitness and improved academic achievement and social-emotional well-being. Project activities to achieve the goals include: 1) Providing teachers professional development and instructional resources development; 2) Offering students nutrition education and healthy eating reinforcement activities; 3) Ensuring students have personalized fitness instruction and assessment; and 4) Providing physical activities that foster positive social and cooperative skills as well as non-cognitive behaviors.
