Current Application

All applicants are required to submit an application online through Grants.gov. Grants.gov is a single access point for over 1,000 grant programs offered by federal and other grant-making agencies.

Through Grants.gov you will be able to download a copy of the application package, complete it offline, and then upload and submit your application. You must search for the downloadable application package for this program by the CFDA number 84.217. If you experience problems submitting your application through Grants.gov, refer to the Support page and/or contact the Grants.gov Support Desk, toll free, at 1-800-518-4726. ADDITIONAL APPLICATION GUIDANCE

Dear Prospective McNair Applicants:

The U.S. Department of Education is aware of identified inconsistencies in the instructional language for the fiscal year 2017 Ronald E. McNair Post-Baccalaureate Achievement (McNair) Program. Please note that as provided in the Dear Applicant letter, the information provided in the Federal Register Notice Inviting applications for fiscal year 2017 is the official document. All corrections are consistent with what was published in the Federal Register. Appropriate guidance for each inconsistency is provided below:

I. ISSUE: FORMATTING REQUIREMENT LANGUAGE CONFLICT

  1. Page 27 of the 2017 McNair Notice Inviting Applications (Notice) currently states the following:
    Double space (no more than three lines per vertical inch) all text in the application narrative, including charts, tables, figures, and graphs. Titles, headings, footnotes, quotations, references, and captions may be single spaced.
  2. Page 94 of the application states the following for this requirement: Double space all text in the program narrative, except titles, headings, footnotes, quotations, references, captions, and all text in charts, tables, figures and graphs.
  3. CORRECTION AND GUIDANCE: Adhere to the Notice printed in the Federal Register, which reads, Double space (no more than three lines per vertical inch) all text in the application narrative, including charts, tables, figures and graphs. Titles, headings, footnotes, quotations, references, and captions may be single spaced.

II. ISSUE: INCONSISTENCY IN GUIDANCE REGARDING THE MAXIMUM AWARD AMOUNT FOR CURRENTLY FUNDED PROJECTS

  1. Page 96 of the application incorrectly states: “Currently funded projects will receive a maximum award amount equal to the applicant’s grant award amount for FY 2016, the third year of the previous cycle, to continue to serve at least the same number of participants that was approved for the current project.”
  2. Page 25 of the Notice printed in the Federal Register, states: “For an applicant currently receiving a McNair Program grant and not applying to serve a different campus, the maximum award is the amount equal to the applicant’s grant award amount for FY 2016 (i.e., 2016-17). This funding will serve at least the same number of participants that was approved for the current project in FY 2016 (i.e., 2016-17).”
  3. CORRECTION AND GUIDANCE: The language published in the Notice is correct and should be used when applying for the 2017 McNair application.

III. ISSUE: TYPOGRAPHICAL ERROR ON NUMBER OF STANDARDIZED OBJECTIVES

  1. Page 95 of the application states: “All applicants must include the five standardized objectives as listed on the McNair Program Profile form.” However, another paragraph in the application states four as the number of standardized objectives.
  2. CORRECTION AND GUIDANCE: There are only four standardized objectives. Use this number as guidance.
