There are two application processes for this program -- one for eligibility and one for grant funding.
Application for Eligibility
You must be designated as a Hispanic-Serving Institution (HSI) to apply for funding under this program. The application for designation as an eligible institution closed on February 18, 2022. For a list of eligible HSIs and more information on the eligibility process, refer to the eligibility designation webpage.

Current Application
The following information is for reference only.
All applicants are required to submit an application online through Grants.gov. Grants.gov is a single access point for over 1,000 grant programs offered by federal and other grant-making agencies.

Review Process
Peer Reviewers (field readers) are periodically needed for the program's reviewer pool for grant competitions. To streamline the grant application and review process, the Office of Postsecondary Education's Field Reader System (FRS) has been retired and all reviewer information has been migrated to the Department’s G5 system.
