Indian Professional Development Grant Competition for fiscal year (FY) 2018.

For FY 2018 there is a new Indian Professional Development (PD) grant competition in which the Office of Indian Education will be soliciting applications. The notice inviting applications was published on June 14, 2018 in the Federal Register.

All applications must be submitted by the closing date of July 30, 2018 (4:30 PM Washington, DC time) and meet the submission requirements identified in the Notice Inviting Applications in order to be considered for FY 2018 funding.

Projects selected for funding should plan start dates of October 1, 2018.

Dear Indian Professional Development Applicants:

It has come to our attention that some applicants of the Department of Education FY2018 discretionary grant competitions have experienced difficulties renewing or completing their system for Award Management (SAM) registrations, the system operated by the General Services Administration (GSA), because of a new GSA requirement concerning the submission of a notorized letter appointing a designated entity administrator. As you know, successful registration in SAM is a prerequisite to being able to register in and submit an application electronically.

Because of this issue, the U.S. Department of Education is allowing any impacted Indian Professional Development applicants that have experienced or are experiencing difficulty in registering or renewing their SAM registration the opportunity to submit their applications as a PDF attachment to an email to by the deadline, July 30, 2018 by 4:30pm Eastern time. This deadline was established in the Notice of Inviting Application for the Professional Development program, which was published on June 14, 2018: We note that the Departments email system will not accept attachments that are larger than 25 MB. Therefore, applicants that have encountered this SAM registration issue and that choose to submit an application as a single PDF file attached to an e-mail are responsible for confirming that it is not larger than 25 MB and confirm the maximum file size that their own respective e-mail systems can transmit. If an application exceeds the 25 MB limit for files submitted to the Department by e-mail, or exceeds the file size that an applicants e-mail will transmit, the applicant should divide their applications into sections and submit in multiple e-mails, using an "easy to understand" naming convention, e.g. Institution Name Section 1 of 3, Institution Name Section 2 of 3, and so on.

An applicant, which has not been able to access because of the notarized letter requirement and cannot submit an application as an attachment to an e-mail, has the option of submitting a hard copy through a delivery service that provides next day delivery. If you exercise the option to submit a hardcopy with a next day delivery, rather than e-mailing your application or submitting it electronically through, please include with your application a dated invoice or mail receipt that proves your application was mailed or submitted for delivery by July 30, 2018. Please note that applicants that receive an Professional Development grant must complete their SAM registration before they can draw down grant award funds. If there are any other issues please contact the PD inbox at and please remember to document your issue by making available upon request from the Department any emails you received from or submitted to SAM or and other relevant material concerning your issue.


Instructions for Submitting Intent to Apply:

A. Prospective applicants are encouraged to notify the Department of their intent to apply for a grant under the PD program. Prospective applicants should submit the following information, with "Notice of Intent to Apply" in the subject line, to: by July 29, 2018 and include the following:

2017 Professional Development Competition Status

  • No new competition was held in FY 2017. Rather, the Office of Indian Education funded down the FY 2016 award slate to fund four new awards in FY 2017. See Awards section for more information.
