Even Start Statewide Family Literacy Initiative Project Goals

  • Develop performance standards for family literacy programs.
  • Develop procedures and mechanisms that will incorporate the family literacy concept into policy planning of the various agencies.
  • Provide staff development workshops focusing on improvement in pre-reading instruction and infusion of contextualized learning into the adult education and parenting components.
  • Develop a procedure that will ensure visual/auditory screenings of children entering family literacy programs.

Project Description

Delaware's consortium was formed in _____________. Delaware's plan to achieve the above goals includes the following activities:

  • Development of family literacy indicators of program quality
    • The State Supervisor and Family Literacy Program Administrators will develop and implement indicators of program quality based on input from staff. They will also ensure that current Adult Education performance standards align with the Delaware Family Literacy Quality Indicators and Program Monitoring and Review Tool.
      • Development of procedures and mechanisms to incorporate the Family Literacy concept into agencies' procedures and policy planning
      • The first meeting of the consortium will be a family literacy training for consortium members. Following this meeting/training, the consortium will meet monthly twice to solidify plans, and then meet every 3 months to review progress, identify and address concerns and issues, and address challenges or add enhancements to its plan.
  • Provide staff development workshops focusing on improvement in pre-reading instruction, integration of visual/auditory screening information into instruction, and infusion of contextualized learning into the adult education and parenting components using the Equipped for the Future rationale.
    • The Adult and Community Education Network, the Delaware Commission for Reading Success members, and National Center for Family Literacy staff will develop and conduct workshops on best practices in reading readiness and reading instruction for young children.
