The Maryland Partnership in Character Education

The Maryland Partnership in Character Education will develop and implement character education models that will support Maryland’s systematic educational reform. The project is a partnership with the Maryland Department of Education and 5 of the state’s 24 Local Educational Agencies: Baltimore City Public Schools, Baltimore County Public Schools, Calvert County Public Schools, Frederick County Public Schools, and Prince George’s County Public Schools. Each partner school system has goals and objectives specific to its model. The project will:

  • assist in ensuring a safe and orderly environment for students;
  • provide five different pre-K–12 character education models to replicate and expand throughout the state;
  • provide training and assistance to the school system throughout the state in designing programs; and
  • implement the intent of the 1983 Report of the Maryland Values Education Commission and the recommendations of the Citizenship Subcommittee.

The overall objectives of the project will be to:

  • reduce student violence as measured by state and school system statistics in suspension and student behaviors, and
  • determine the extent to which the five models can be replicated within other school systems throughout the state.
