Program Description
The goal of Project ACHIEVE is to build capacity to implement and sustain evidence-based models for character education in order to improve behavioral and academic outcomes for students. The Northeast Regional Education Cooperative Character Education Initiative will include school improvement approaches, a Positive Behavior Self-Management System (PBSS) component and the social learning Stop and Think Social Skills Program. This social learning curriculum involves five components: teaching, modeling, role-playing, student performance feedback and applying the skill. The project will use a three-tiered model for academic and counseling support systems that includes universal, selective and indicated prevention; counseling; and universal and targeted interventions. Project staff will provide parent-effectiveness and family-strengthening services. NEREC’s initiative will serve approximately 2,500 predominately Hispanic K-5 elementary school students and 200 teachers from 18 elementary schools in six districts in rural New Mexico.

Evaluation Design
This project will conduct a single study, pre-post design. NEREC’s evaluation methods will employ objective measures that will yield qualitative and quantitative data to be used formatively to drive continuous improvement and for summative purposes to determine overall effectiveness. The School Wide Information System (SWIS) will provide detailed information on discipline referrals. The Individual Protective Factor Index (IPFI) will be used to measure risk and resiliency factors among students across multiple domains. The University of Oregon’s School Safety Survey will measure risk and protective factors in the school environment.
