SUBJECT:  Program Year 2003-2004 Perkins State Allocation Tables

This memorandum provides you with the latest information on the Program Year 2003 - 2004 Perkins State Allocation Tables. The Department's Budget Office has informed us that these tables will be available by the end of the month. As soon as we receive them, they will be forwarded to you. Meanwhile, any tables you may come across-whether in hard copy or on the web-should not be considered when issuing sub-recipient guidance.

In prior years when State allocations were not available in a timely manner, our office advised you to use the previous year's allotment tables "for planning purposes only." While this is not a solution to your need for the tables, using the previous year's figures may help you continue moving forward with planning for the upcoming year.

Also please note that our office is working with the National Center for Education Statistics (NCES) to obtain the most recent census data for your use in secondary and postsecondary distribution formulas. We have been informed that the age 15 -19 census data, disaggregated by poverty level, will not be available this year. We are reviewing the waiver options available to us and will issue guidance on the use of the most accurate and current data within the next few weeks. Previous Program Memoranda OVAE/DVTE FY 1999-8 and FY 2000-2 will be considered in providing guidance on the distribution of secondary funds under section 131(b) of Perkins III.
