2 An appropriation of $4,723 thousand was provided for Literacy Programs for Prisoners under State Grants for Incarcerated Youth Offenders. The funds are to be used in accordance with section 601 of Public Law 102-73 as it was in effect prior to enactment of the Adult Education and Family Literacy Act.
