• On September 26, the Secretary of Education sent letters to the Speaker of the House and President of the Senate containing the Administration's legislative proposal entitled the Presidential Honors Scholarship Act of 1996. Accompanying the legislative language is a section-by-section analysis explaining the bill's provisions.
