Lee S. Harris
Legal Counsel to the General Counsel

Lee S. Harris is Legal Counsel to the General Counsel. As Legal Counsel, Ms. Harris acts as the Office of the General Counsel's liaison to the office of Student Financial Assistance ("SFA"), the Federal Government's first performance based organization. Her responsibilities include coordination of legal services provided to SFA, in such areas as program administration, oversight and enforcement, procurement, personnel, and ethics. In addition, Ms. Harris is responsible for special projects designated by the General Counsel. After a one-year clerkship with the Maryland Court of Special Appeals, Ms. Harris worked in the Office of the Attorney General of Maryland and represented the Maryland State Department of Education. Thereafter, she represented Montgomery County Public Schools in special education litigation matters. Prior to her current appointment at the Department of Education, she worked in the Office of the General Counsel's Division of Postsecondary Education. Ms. Harris received a B.A. from the University of Vermont and a J.D. from the University of Maryland School of Law.
