The statement of work is provided in two formats, "SOW.WPD" is in 
WordPerfect 6.1 for windows, "SOW.txt" has been converted to ASCII 
to allow viewing online.  Some codes and formatting may have been 
changed in the conversion.  Use the version in the word processing
format for preparing comments or proposals.
