The National Center for Education Statistics of the Office Educational Research and Improvement (OERI) of ED will award a 5 year contract that shall bring together elementary secondary and postsecondary educational institutions, state and local education entities, national professional associations and other stakeholders whose influence is crucial to the success of professional communities and professional development systems in improving teaching effectiveness .
