Solicitation ED-00-R-0026 Amendment 1 Effective Date: May 25, 2000 The purpose of this amendment is to the answer the following question, make a change to the Technical Proposal Instructions and make a correction to the Statement of Work. 1. Question: Subtask 6.2 on page 14 of the SOW requires the contractor to submit a final list of from 10-15 schools for site visits. However, Section L, page 59 instructs the offeror to assume a case study sample of 18 schools. Is there an explanation for this apparent inconsistency? Should the bidder plan to submit a list of at least 18 schools? Does the Department have specific schools already in mind for the case studies? Response: On page 14 of the SOW, the number of schools to be selected for site visits should be 15-18 schools. The Department does not have specific schools already in mind for the case studies -- indeed, the RFP states on page 59 (Section L) that "the offeror shall propose a strategy for selecting schools for the case studies." The SOW suggests, on page 8, possible strategies for choosing case study schools, but these are intended as suggestions for possible criteria, not a definitive list. 2. Under Clause L.7 TECHNICAL PROPOSAL INSTRUCTIONS (MARCH 1986) (311-3), General Instructions for Technical Proposal, delete the third paragraph and replace with the following: Technical proposals must be limited to a maximum of 100 double- spaced pages, in addition to resumes and tables. Corporate experience and management and staffing information are excluded from the 100-page limit. Offerors should not put substantive materials in the appendix in order to subvert the 100-page limit. 3. In Attachment A, Page 3, "Reading Excellence Act: School Implementation Study", delete the last sentence and replace with the following: Surveys will be conducted in 2001-02, 2002-03, and 2003-04.
