UPDATE - JUNE 8, 2000

Amendment 1 (3K ASCII File), which provided the Department's answers to questions from potential offerors, changed the Technical Proposal Instructions, and changed the Statement of Work, was issued on May 25, 2000.

Amendment 2, which provided the Department's answers to questions from potential offerors, changed the Technical Proposal Instructions, changed the Statement of Work, and also provided the sample dissemination plans referenced in Subtask 2.2 of the Statement of Work, was issued on June 6, 2000. Amendment 2 and the sample plans have been zipped into the file below.

The U.S. Department of Education requires the services of a contractor to assist the Office of the Undersecretary, Planning and Evaluation Service, in the National Study of Title I Schools: Implementation of Standards-Based Reform and Title I Supports for School Improvement. The purpose of this study is to be the main source of school-level information on the implementation of Title I provisions and standards-based reform generally, over a three-year period from the 2001-02 through 2003-04 school years. The study will examine and describe how Title I schools are using standards-based reforms to assist in improving learning, with a particular focus on implementation of provisions in the Title I program that are designed to support such improvements.

Requests for copies of the RFP may be made by telephone, mail, telegram, Internet, or in person. All requests shall reference the RFP number (ED-00-R-0026) and title. Telephone requests may be placed by calling 202-708-6498. Mail or telegram requests shall be sent to the following address, U.S. Department of Education/CPO, ATTN: Yolanda Abney, Room 3616, 7th & D Streets, SW, Washington, DC 20202-4443. E-mail requests may be sent to Yolanda_Abney@ed.gov. Copies of the RFP may be picked up in person on the issuing date at the above address, Room 3616. Issue date is May 5, 2000 and closing date is June 22, 2000 (2:00PM EST). All responsible sources may submit a proposal which will be considered. The dates listed herein are subject to change.

NOTE: Attachment D, Small Business and Small Disadvantaged Business Subcontracting Plan, to the RFP is not available electronically. Contact Alice Mihill at the number above to obtain a copy via fax.
