These tables list the designated guarantors for the 50 states, 3 territories, and District of Columbia for FY95 and FY96. The guarantors listed are identified as either an agency within the state; the United Student Aid Funds, Inc. (USAF), a private non-profit guaranty agency; or a state agency located outside the state. These agencies are further classified in the table as either private non-profit or state agencies.
- In many states, FFEL program activity is guaranteed by a state agency within that state. However, for some states, the designated guarantor is either a private non-profit agency or a state agency in another state. Designated guarantors can change from year to year.
- In FY95 and FY96, USAF was the designated guarantor for Alaska, Arizona, Hawaii, Indiana, Kansas, Maryland, Mississippi, Nevada, Pacific Islands, and Wyoming.
- In FY95, Ohio had a state agency within the state as its designated guarantor. In FY96, the FFEL program activity for Ohio was transferred to the Great Lakes Higher Education Corporation, a non-profit organization in Wisconsin.
- In FY95, Delaware had as its guarantor a state agency within the state. In FY96, all FFEL program activity for Delaware was transferred to the Pennsylvania Higher Education Assistance Authority (PHEAA), a state agency.
- In FY95, Virginia had as its guarantor a state agency within the state. In FY96, the Educational Credit Management Corporation (ECMC), a non-profit agency, became the designated guarantor for Virginia.
