This table shows the distribution of FDLP dollars committed to borrowers at each type of institution through the various loan programs. The number of loans and dollar amount of each loan combination are presented in addition to the percent each combination represents of the total loan volume committed to the various institution types.
- The FDLP loan volume across all loan combinations and institution types increased each year between FY94 and FY96. In FY94, a total of $915 million in FDLP loans were committed to 152 thousand borrowers. In FY95, a total of $5 billion in FDLP loans were committed to 846.9 thousand borrowers, representing an increase of approximately 457 percent in both borrowers and dollar amount from the previous year. The loan volume continued to rise in FY96 but at a slower rate. In FY96, the number of FDLP borrowers (1,481,950) increased by 75.0 percent and the dollar volume of FDLP commitments ($9.4 billion) increased by 83.7 percent from the previous year.
- In FY96, approximately 5 out of 10 borrowers only received FDLP loans through the Stafford Subsidized, 1 out of 10 borrowers only received FDLP loans through the Stafford Unsubsidized, and 3 out of 10 borrowers received FDLP loans through the Stafford (Subsidized and Unsubsidized) loan programs. For private 2-year institutions, a greater proportion of borrowers received loans through the Stafford Subsidized loan program and for proprietary institutions a greater proportion of borrowers received loans through the Stafford (Subsidized and Unsubsidized) loan programs.
- A smaller proportion of FDLP Stafford Subsidized loan dollars were committed to borrowers at proprietary institutions than were committed to the total for all types of institutions. For example, in FY96, approximately 3 out of 10 FDLP dollars were committed through the Stafford Subsidized, almost 1 out of 20 dollars was committed through the Stafford Unsubsidized, and approximately 5 out of 10 dollars were committed through the Stafford (Subsidized and Unsubsidized) loan programs.
- In FY94-FY96, the greatest proportion of FDLP loan dollars committed to borrowers at all types of institutions was funded through two types of loan combinations: Stafford Subsidized and Stafford (Subsidized and Unsubsidized). For FY94-FY96, these two loan combinations comprised approximately 80 percent of the total number of FDLP dollars committed to over 80 percent of borrowers.
- Between FY94 and FY96, the proportion of Stafford (Subsidized and Unsubsidized) loan combination to total FDLP commitments increased from 41.1 to 47.0 percent, respectively, while commitments made through the Stafford Subsidized loan combination decreased from 38.9 to 31.0 percent in the same period. Other FDLP loan combinations-Stafford Unsubsidized; PLUS; Stafford Subsidized and PLUS; Stafford Unsubsidized and PLUS; and Stafford Subsidized and Unsubsidized and PLUS-each contributed a small percentage to the total FDLP dollar volume committed through loan combinations.
- The number of FDLP loan dollars committed to borrowers at public and private 4-year institutions followed a pattern similar to that described for total FDLP commitments. For example, commitments through the Stafford Subsidized and Stafford (Subsidized and Unsubsidized) loan combinations to borrowers at public and private 4-year institutions were approximately 80 percent of the total commitments in FY94-FY95. In FY96, the percentage committed to borrowers at public and private 4-year institutions dropped to 77.1 and 78.3 percent, respectively. In addition, the proportion of Stafford (Subsidized and Unsubsidized) loan combination to total FDLP commitments increased, while the Stafford Subsidized only loan combination decreased each year for borrowers at public and private 4-year institutions.
