This table shows a summary of the total volume for the overall FFEL program for each guaranty agency for FY94-FY96. The number of loans, dollar amount, percent change from prior year, percent share of total FFEL program volume, rankings of all guaranty agencies, and rank differences from year to year are tabulated for each agency. (Summary information for this table is discussed in table 4 .)
- Guaranty agencies that participated in the FFEL program reported a 14.4 percent decrease in total dollar volume commitments between FY94 and FY96 (from $23.1 to $19.7 billion). Most of this decrease occurred between FY94 and FY95 when FFEL program dollar volume commitments decreased by 9.1 percent.
- USAF, the guaranty agency with the largest dollar volume commitments, guaranteed an increasing share of FFEL program loans between FY94 and FY96 (from 20.5 to 26.8 percent).
- Pennsylvania, the guaranty agency with the second largest dollar volume commitments, also guaranteed an increasing share of FFEL program loan dollars between FY95 and FY96 (from 8.6 percent to 9.0 percent, respectively).
- The five guaranty agencies with the highest volume (USAF, California, Pennsylvania, and New York, Wisconsin (FY94 only), and Texas (FY95-FY96 only)) guaranteed 48.8, 53.3, and 56.5 percent of total FFEL program loan dollars in FY94-FY96, respectively.
- Between FY94 and FY96, several guaranty agencies reported decreases in FFEL program loan volume commitments of between 50 and 80 percent. For example:
- In FY95, Alabama, Indiana, and Maryland reported a decrease in commitments of over 50 percent. These three states reported no activity in FY96.
- Iowa, Michigan, Oregon, and Virginia reported a decrease in commitments of over 50 percent between FY94 and FY96.
- In FY96, Delaware and Ohio reported a decrease in loan commitments of over 70 percent from FY95. Loan commitment activities in these two states decreased by over 80 percent between FY94 and FY96.
