This table shows an accounting of Stafford Unsubsidized loan volume commitments for each guaranty agency for FY94-FY96. The number of loans, dollar amount, percent change from prior year, percent share of total Stafford Unsubsidized guaranteed, rankings of all guaranty agencies, and rank differences from year to year are tabulated for each agency. The Stafford Unsubsidized loan program was initiated in FY94 and replaced the Supplemental Loan for Students (SLS) program. (Summary information for this table is discussed in table 4 .)
- In its first year of operation, the Stafford Unsubsidized program guaranteed 1.3 million loans with a dollar volume of $4.7 billion. In FY95, there was a 44.4 percent increase in the dollar volume of Stafford Unsubsidized loans and a 4.0 percent decrease in FY96. Overall, however, there was a 38.6 percent increase in dollar volume between FY94 and FY96, from $4.7 to $6.6 billion.
- Overall, Stafford Unsubsidized commitments were 38.6 percent greater in FY96 than in FY94. This is a direct result of 16 guarantee agencies reporting increases in commitments of over 50 percent between FY94 and FY96. In fact, five of these agencies reported increases of 100 percent or more.
- USAF, the guaranty agency with the largest number of loan commitments, guaranteed an increasing share of the total number of Stafford Unsubsidized dollars from FY94-FY96. In FY96, USAF guaranteed 29.0 percent of Stafford Unsubsidized dollars.
- Pennsylvania (PHEAA), the guaranty agency with the second largest number of loan commitments in FY96, guaranteed approximately 9 percent of the share of Stafford Unsubsidized loan dollars between FY94 and FY96.
- In FY94-FY96, the five guaranty agencies with the highest volume (USAF, Pennsylvania, California, New York, Texas (FY95 and FY96 only) and Massachusetts (FY94 only)) guaranteed approximately one-half of the total amount of Stafford Unsubsidized loan funds. Between FY94 and FY96, the share the top five agencies guaranteed of the total Stafford Unsubsidized dollars was 50.6, 57.0, and 58.1 percent, respectively.
