The guide was developed under the auspices of the U.S. Department of Education's Office of Innovation and Improvement. Sharon Horn was project director.

An external advisory group provided feedback to refine the study scope, define the selection criteria, and clarify the text. The advisory group members and the position they held at the time the meeting was conducted included: Mary Ellen Elia, Superintendent, Hillsborough County Public Schools; Caroline Massengill, President of Magnet Schools of America; Mary H. Metz, Professor Emeritus, School of Education, University of Wisconsin-Madison; Becky Smerdon, Senior Associate, Education Policy Center, The Urban Institute; and Karen Steele, Principal, Carver Center for Arts and Technology.
