Following up on the October 2003 National Summit, the Department and partner organizations held eight regional summits in 2004. The summits offered substantive information, on-site expertise, and time for state teams to create or modify a plan to provide a rigorous high school experience for every student.

The partners who assisted the Department and played a vital role in the success of the regional summits included the Council of Chief State School Officers (CCSSO), the National Governors Association (NGA), the National Association of Secondary School Principals (NASSP), and the Council of the Great City Schools (CGCS).

After the summits, the Department continued its collaboration with its partners, by:
  • Holding a monthly conference call with the CCSSO and state team leaders;
  • Offering technical assistance grants for states and territories to continue high school improvement;
  • Sponsoring training for state coordinators and trainers on the reform principles outlined in the National Association of Secondary School Principal's "Breaking Ranks II" handbook. Seventeen states participated in the initial round of training; and
  • Hosting an urban high school summit in November 2004 with the CGCS. Representatives from 34 large urban high schools participated.
