The OVAE Fact Sheet Series highlights efforts currently underway at the Office of Vocational and Adult Education (OVAE) to support the principles of the President's No Child Left Behind Act of 2001. The principle(s) supported by this effort are:

High schools face many challenges today - including a decline in graduation rates, stagnating academic performance, and the remediation of high school graduates in college to make them "college-ready" in reading and math.


This evaluation study will be based on a small-scale, randomized controlled trial of two supplemental reading interventions for struggling ninth grade readers participating in freshman academies.

The study seeks to answer the following questions:

  • 1. Do specific supplemental literacy interventions that create personalized and intensive instruction for struggling ninth grade readers significantly improve reading proficiency?
  • 2. What are the effects of the curricular interventions on other in-school outcomes? What is the nature of the the relationship between improving reading skills and these other outcomes.
  • 3. Do the interventions' impacts differ for students with different characteristics? Which students benefit most from participation in the interventions?

Data will be collected using literacy assessments, administrative records, teacher surveys, and classroom observation protocols.

Outcomes and Products

  • Establishment of an expert and an advisory panel
  • Final report and executive summary that address the evaluation questions
