SUBJECT: Vocational-Technical Education State Allotments - Fiscal Year 2000 Appropriations

Enclosed are the FY 2000 State allotments for the Vocational and Technical Education Basic Grants Program for the State eligible agencies. As in past years this is a forward-funded program, although this year's appropriation also includes advanced funding. A portion of the funds will become available for obligation on July 1, 2000 and remain available for 15 months through September 30, 2001. The advanced portion will become available on October 1, 2000 and remain available for 12 months, expiring at the same time as the forward-funded portion. The attached chart illustrates how each portion will be divided between dates (Table 1).

The allotment tables (Table 1 and Table 2) for FY 2000 reflects the 0.54% that was set aside to be used for incentive grants to States as designated in section 111(a)(1)(C) of the Carl D. Perkins Vocational and Applied Technology Education Amendments Act of 1998. The percentage is taken from the total appropriation for State Grants.

Also included in the tables are the provisions under section 115(a)(1)(A) of Perkins III which designates specific funding for the Pacific Region Educational Laboratory (PREL) to assist the outlying areas of Guam, American Samoa and the Commonwealth of the Northern Mariana Islands. The Pacific Region Educational Laboratory will also award grant funds competitively to the Republic of the Marshall Islands, the Federated States of Micronesia and the Republic of Palau.

Total appropriated funds for Tech-Prep in FY 2000 have not changed (Table 3). Specific increases or decreases in state allocations are caused by shifts in population numbers and/or per capita income that are used in calculating the formula grants.
