To ensure improved performance and accountability, the Department produces the Strategic Plan, 2002-2007, Annual Education Budget Summary, Annual Program Performance Plans and Reports, and The Performance and Accountability Report (PAR). Each of these products is required by the Government Performance and Results Act. These plans, budgets, and reports are operational maps and scorecards against which every program and principal office of the Department monitors performance and accounts for progress. And as the strategic plan and annual performance plans and budgets allow Congress and the general public to clearly see how the Department intends to deliver on its promises, the Performance and Accountability Report and Annual Program Performance Reports permit Congress and the general public to view how well the Department has delivered on its intentions in the previous year.
