The Office of Management (OM) and the Office of the Chief Financial Officer (OCFO) have merged to form the new the Office of Finance and Operations (OFO) as part of the ED Reform Restructuring Initiative, effective January 6, 2019.  Please use the following link to access the new OFO Contacts page.

All of OM's organizations are focused on producing deliverables that support the President's Management Agenda, and the Department's Strategic Plan and Management Initiatives. OM Services and staff are major contributors to the Department's culture of accountability and to the promotion of department-wide performance and results. Below you will find useful information about various services and functions we provide that support our commitment to management excellence.

Office of Human Resources (OHR) provides leadership and direction in the formulation and implementation of policies and programs to promote efficient and effective human capital management, labor relations, training and development and work/life programs. OHR represents the Department on personnel matters with the Office of Personnel Management (OPM), the Congress, other Federal agencies, and the public.

The Office of Hearings and Appeals (OHA) provides independent forums for the impartial, fair, equitable, and timely resolution of disputes involving the U.S. Department of Education and recipients of federal education funds.

Facilities Services (FS) provides the highest quality physical work environment. Plans, establishes, directs, controls, and implements policies, standards, and procedures governing all aspects of the following functions: space planning and management, facility management, property management and inventory.

Logistics Services (LS) provides a wide variety of administrative services and is responsible for planning, establishing, directing, controlling, and implementing policy, standards, and procedures governing all aspects of the following functions: motor vehicle and transportation operations, shuttle services, parking services, mail services, health services, photocopy services, and transit benefits.

LS also administers the Federal Real Property Assistance Program, a statutorily mandated program (The Federal Property and Administrative Services Act of 1949, as amended (P.L. 81-152) that conveys surplus Federal real estate to educational institutions and monitors and enforces compliance after conveyance.

Lastly, LSD manages EDPUBS, an interagency agreement servicing the Department’s storage and delivery of publications; and mail services to include the management of the centralized mail management programs of the Department. Logistics Services Division also oversees the Department’s Federal Real Property Assistance Program.

Security Services (SS) oversees the Department's physical, personnel, and classified information security programs. SS works with other ED organizations, the Federal Protective Service, and other local and Federal enforcement organizations to assure the safety and security of the Department's many buildings, its classified information, and its employees. It coordinates with the Chief Information Officer in assuring the security of ED's computer hardware and information systems. SS is responsible for the development and maintenance of the Department's Continuity of Operations Plan.

Executive Office serves as the principal staff of the Assistant Secretary in developing, coordinating, and implementing all internal administrative matters relating to OM such as personnel, budget, financial management, organization, contracts, facilities, correspondence control, and business analytics to better inform decision making and support services. The Office develops the annual Common Support Expense Salaries and Expenses (S&E) Budget Request for inclusion in the Department's S&E Budget Request.

The Office coordinates with other elements of the Department, advises on matters of concern to the Assistant Secretary, and performs special assignments as directed.

Supports the Assistant Secretary for Management in establishing a more efficient, effective, and data-driven operations for the Office of Management through collaborative engagement on cross-cutting Department-wide initiatives; internal and external web site design and maintenance; consultative services on information technology (IT) life cycle management and system investment processes; and ensure OM systems comply with Federal and agency IT security management requirements. The Division Director reports to the Principal Deputy Assistant Secretary.

Office of the Chief Privacy Officer (OCPO) provides leadership, oversight, and coordination to ensure Departmental compliance with government initiatives regarding the acquisition, release and maintenance of information. In particular, this relates to the following activities within the Department of Education: Freedom of Information Act (FOIA); Privacy Act; Information Collection; and Records Retention and Management. OCPO is responsible for providing policies, standards, and procedures that ensure ED complies with governmental information management requirements in the above areas. In addition, OCPO provides instruction to assure that customers are educated and supported in the performance of these efforts.

Equal Employment Opportunity Services (EEOS) develops and administers the equal employment opportunity (EEO) program in the Department, and is responsible for ensuring EEO policies and procedures are carried out in accordance with existing regulations and directives, particularly in compliance with Title VII of the Civil Rights Act of 1964, as amended; the Rehabilitation Act of 1973, as amended; the Age Discrimination in Employment Act of 1967, as amended; the Equal Pay Act of 1963, as amended; Title II of the Genetic Information Nondiscrimination Act of 2008; and applicable regulations. OEEOS is responsible for administering the Federal Sector EEO Complaints process in accordance to 29 C.F.R. Part 1614 and for enforcement of nondiscrimination on the basis of disability in programs or activities conducted by the Department in compliance with Section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. 794 and 34 C.F.R. Part 105.

Alternative Dispute Resolution (ADR) Center provides all Department of Education employees and external applicants with a forum  to informally resolve a wide-range of employment disputes, disagreements, or complaints on work-related matters. Work-related disputes can include Administrative Grievances, Negotiated Grievances, and Equal Employment Opportunity complaints. The ADR Center offers employees other services to help address, prevent and manage conflict to include: conflict coaching, facilitation and training, mediation, and team building, and training.
