Harley A.J. (Bucky) Methfessel
Senior Counsel for Information and Technology

Harley A.J. (Bucky) Methfessel serves as Senior Counsel for Information and Technology in the Office of the General Counsel (the OGC), US Department of Education. In this role, Mr. Methfessel supports the General Counsel and the Department by managing a wide variety of information and technology issues including e-discovery for complex litigation, social media, privacy and cybersecurity. His work includes policy development, oversight management and legislative initiatives related to these and other substantive areas. Mr. Methfessel is counsel to the Department’s Data Governance Board, serves on the Department’s Data Integrity Board and he is the Program Records Officer for the OGC. Mr. Methfessel retains an active TS SCI clearance and also serves on several interagency policy committees.

Mr. Methfessel started his career as an associate at McGuire, Woods & Battle in Richmond, Virginia. He has served as corporate general counsel and as an executive for several private and public companies. While in the private sector, Mr. Methfessel was responsible for standing up a variety of electronic preservation, analysis and records management programs and capabilities for government and commercial clients. An active member of the Virginia State Bar, Mr. Methfessel received his B.S. and M.B.A. from Virginia Polytechnic Institute and State University and his J.D. from the University of Virginia. Mr. Methfessel resides in Clifton, Virginia with his wife, Beth, and their two daughters, Dorin and Alden.
