Biography of Alexander Goniprow

Dr. Alexander Goniprow serves as the Deputy Assistant Secretary for Management and Planning in the Office of Elementary and Secondary Education (OESE) at the U.S. Department of Education. In this role, he is the principal management official responsible for overseeing and directing all areas of formulating, developing, and implementing management, operational, and administrative policy for OESE.

OESE administers over 40 programs with an appropriation of approximately $21 billion, both formula and competitive grant programs, with a staff of approximately 225. Dr. Goniprow is responsible for overseeing OESE's Executive Office and managing the areas of budget, finance, contracts and grants management, schedules, workforce development, labor relations/personnel management, management analysis, organizational assessment and process improvement, general services, and information technology systems.

Before his current appointment, Dr. Goniprow served as the Director and Acting Director of the Office of Migrant Education in OESE. He was responsible for directing the administration of two formula grant programs and three discretionary grant programs serving migrant children, youth, and families (i.e., Title I, Part C, Migrant Education Program, Title I, Part C, Consortium Incentive Grant Program, High School Equivalency Program, College Assistance Migrant Program, and Migrant Education Even Start Program). He started his service with the federal government serving as the group leader responsible for the planning and managing all aspects of the Title I, Part C, Migrant Education Program including grant and contract administration, policy, evaluation, and special initiatives such as the electronic national migrant student record exchange.

A former State Director of the Massachusetts Migrant Education Program, Dr. Goniprow has also served as the Associate Director of the Center of Equity and Excellence in Education at The George Washington University. In this capacity, Dr. Goniprow directed evaluation studies and managed the operations of a regional technical assistance project that assisted state education agencies, school districts, and schools with education reform and school improvement initiatives. Dr. Goniprow has a B.A. in Art from the University of Maine. He holds a M.Ed in Humanistic Education and Human Services Management from Boston University and a Certificate of Advanced Studies in Interactive Technology from Harvard University. He earned his Ed.D. in Administration, Planning and Social Policy at Harvard University.
