Adult Basic and Literacy Education Fact Sheet

In the current global economy, it is critical that workers have some form of postsecondary education and training to succeed. Low-skilled adults are among those who face some of the greatest challenges and barriers to participation in postsecondary education and training. For this population, there is limited availability of courses that bridge skills to credit-bearing postsecondary opportunities. States, however, are able to use policy strategically to assist adult education students in their transition to postsecondary education and training.
The Policy to Performance (P2P) project was awarded by the Office of Vocational and Adult Education to Kratos Learning Solutions with Abt, Associates. The purpose of this initiative was to expand the capacity of States to develop, implement, and evaluate data-based policies that support adult learners' transitions. Eight States (Alabama, California, Louisiana, Massachusetts, New York, Texas, Virginia, and Wisconsin) were selected and received training and implementation tools, as well as appropriate coaching. State teams focused on enhancing college and career readiness for low-skilled adults through increased access to training and learning opportunities and connecting adult transition policies to larger policy initiatives in their States. The project period was July 2009 to November 2012.
- Provided comprehensive training and technical assistance to participating States that supported college and career readiness for low-skilled adults.
- Developed policy tools, dissemination strategies, and resources to assist all States in transitioning adults through the postsecondary education, training and employment continuum.
