The OVAE Fact Sheet Series highlights efforts currently underway at the Office of Vocational and Adult Education (OVAE) to support the principles of the President's No Child Left Behind Act of 2001. The principle(s) supported by this effort are:

Recent Bureau of Labor Statistics projections indicate that 70 percent of the fastest-growing jobs will require education beyond high school and that 40 percent of all new jobs will require at least an associate's degree. As new jobs require increasing levels of proficiency in reading and math, problem-solving, teamwork, and communication skills, adults not only require access to basic education programs, but also admission to community college certificate and degree programs.
The primary focus of this project is to identify programs, practices, and strategies that successfully facilitate the transition from Adult Basic Education (ABE) to enrollment in credit-bearing community college classes. The scope of work includes a review of the literature to identify criteria for selecting promising programs. Based on the literature review's findings and in close consultation with the Department's staff and the project's Technical Working Group, project researchers have developed an innovative method to guide selection of programs for review. They have identified four states that have comprehensive data systems in place to allow accurate measurement of postsecondary transitions by ABE students (FL, KY, WA, and WI). In each of these states the researchers will analyze program-level postsecondary transition outcomes to identify four relatively high-performing programs for in-depth case studies.
