F. Limitations of the Study

The study was never designed to be an impact evaluation, including both an experimental and control group of institutions in a multivariate framework. The absence of an experimental and control group methodology in the study design precludes an unambiguous determination of the institutional impacts of Title III funds.

The second major limitation of the study is that it was based on a static study design, built upon a one-time survey of 1995-96 grantees. Since the grantee population changes over time for the Part A program, results from one year may not be indicative of the subsequent activities and uses of the Title funds. In addition, many of the grantees covered in this report were only mid-way or less through their grant period, particularly the HSI population.
