In October 1995, work began on a three-year performance measurement study of the U.S. Department of Education's Title III Strengthening Institutions Program. The study team for this project consisted of Mathtech, Inc., the prime contractor, and two subcontractors, Westat, Inc., and Decision Information Resources, Inc. The division that supervised the study was the Planning and Evaluation Service within the U.S. Department of Education. The Title III program awards federal grants, usually over a five-year period, to qualifying institutions of higher learning that are accredited or progressing toward accreditation, and that offer at least an Associate's degree or other two-year program of study. This study covers two components of Title III - Part A and Part B. The Part A and Part B grants assist institutions that have limited financial resources and serve a high proportion of students who are low-income and/or members of minority groups. Part A covers a variety of schools, including Hispanic Serving Institutions (HSIs), while Part B is reserved for Historically Black Colleges and Universities (HBCUs) and Historically Black Graduate Institutions (HBGIs).
