Background

This report summarizes data for the Title I, Part A, Grants to Local Educational Agencies (LEAs) program. This report provides participation data for 2000-2001 as well as comparisons to 1999-2000 and previous reporting years. Topics include: districts, schools, and students served, the range of instructional and support services provided, Title I staffing patterns, and schools' progress towards meeting performance standards. Key Findings

Participation

  • Over 50,000 schools participated in the Title I program in 2000-2001. This figure represents 54 percent of the reported 93,300 elementary and secondary schools in the nation. About half (25,000) of the Title I schools were operating schoolwide programs, a 10 percent increase over 1999-2000. The remaining schools were operating targeted assistance programs (24,800).
  • The total number of Title I participants did not change significantly (15.1 million in 2000-2001, as compared with 14.8 million in 1999-2000). In both years, 32 percent of public elementary and secondary students nationwide received Title I services. Most Title I participants were in the elementary grades; 73 percent of participants were in grades K-6, 17 percent were in grades 7-9, and 7 percent were in grades 10-12.
  • Thirty-five percent of Title I participants were non-Hispanic whites, 32 percent were Hispanic, 27 percent were non-Hispanic blacks, 3 percent were Asian or Pacific Islanders, 2 percent were Native American, and 1 percent were of other racial or ethnic groups.
  • In 2000-2001, students with disabilities represented 11 percent of participants; students with limited English proficiency represented 16 percent; and children of migratory workers represented 2 percent.

School Improvement

  • In the 2000-2001 school year, 8,649 schools (18 percent of all Title I schools) were identified for improvement, the same percentage reported in 1999-2000. Twenty-three percent of schoolwide program schools were identified, and 13 percent of targeted assistance schools were identified.
  • Seventy-six percent of Title I schools met state criteria for adequate yearly progress (AYP), the same percentage reported by states in 1999-2000. The lowest poverty schools (0-34 percent free and reduced price lunch) had higher percentages meeting AYP criteria (85 percent), compared with the highest poverty (75-100 percent poverty) schools, which had 62 percent meeting AYP criteria.

Services

  • Ninety-three percent of the Title I students in targeted assistance schools received Title I-supported reading/language arts instruction. Fifty-eight percent received Title I-supported mathematics instruction.
  • Forty-seven states and the District of Columbia reported that 2,238 districts (18 percent of the total) provided Title I-supported family literacy services.
  • Forty-nine states, the District of Columbia, and Puerto Rico reported that their Title I schools operated 16,632 Title I extended time instructional programs.

Staffing

  • Teachers and teacher aides constituted 83 percent of the total staff funded by Title I. Close to half of Title I-supported staff (44 percent) were teachers, and teacher aides represented 39 percent of staff.
  • Additional Title I-supported staff included: support staff (7 percent), administrators (3 percent) and other staff (7 percent).
