The study of the Talent Search program involves case studies of seven projects in order to develop performance measures that can be used by all projects. The study also includes a literature review of the research that has been done on programs that help low-income students to graduate from high school and enroll in postsecondary education.

This study will commission work by experts to examine a wide range of issues related to the effectiveness of student aid. Such issues include effects of different types of aid (grants vs. loans) and differential effects on population subgroups. The study will also examine technical and methodological issues related to determining these effects and recommend ways to address the technical concerns.
