BACKGROUND

In 2005, the Transition to Teaching (TTT) grant program's performance was assessed by the Office of Management and Budget (OMB) using the Program Assessment Rating Tool (PART) process, resulting in an assessment rating of "Adequate." In response to the PART rating it received, the TTT program and management staff reviewed and revised the program's performance measures in 2006 to more meaningfully measure program performance in alignment with TTT legislative language. The current Government Performance Results Act (GPRA) measures are:

  1. The percentage of TTT participants who become teachers of record in high-need schools in high-need LEAs.
  2. The percentage of TTT participants receiving certification/ licensure within three years.
  3. The percentage of TTT teachers of record who teach in high-need schools in high-need LEAs for three years.

Furthermore, in 2007, the TTT program and management staff established two program efficiency measures for which data was collected and aggregated. These are:

  1. The cost per participant who teaches in a high-need school in a high-need LEA for at least three years, and
  2. The cost per participant receiving full certification/licensure.

DESCRIPTION OF TABLE HEADINGS

Cohort Year: Group of TTT projects characterized by the year in which they were initially funded.

Geographic Locale: Many grantees work with multiple districts. Districts' geographic locale designation is based on 2004 U.S. Census data. "Urban" grantees are those that serve exclusively urban school districts, and "Rural" grantees are those that serve only rural school districts. "Mixed" grantees are those that serve at least one "urban" district partner and one "rural" district partner.

Organization Type: The type of organization that classifies the grantee. (Institution of Higher Education (IHE), State Education Agency (SEA), Local Education Agency (LEA), or Non-Profit Organization (NPO).

# of Grantees: Number of grantees in each cohort.

% of Grantees: Percentage of grantees in each cohort as a percentage of total grantees.

Total Expended: Total amount of project expenditures as reported by grantees from beginning of initial budget period through September 30, 2007.

Total of Participants Enrolled: The number of individuals enrolled in TTT projects as reported by grantees (includes all individuals enrolled in the project, even if they did not complete the program).

Total Teachers of Record Placed: The total number of participants placed as Teachers of Record (newly under contract to an eligible school district to teach AND who have primary responsibility for instruction), as reported by grantees.

Total Teachers of Record who fulfilled their 3-year service commitment: The total number participants who remained as Teachers of Record for at least 3 years.

Total of Teachers of Record Certified: The total number of participants who received the certification required by the state to teach. (That is, the level of state certification that is not dependent on being currently enrolled in a TTT or other alternate route program and is transferable across districts.)

Program Cost per Participant: The total number of participants divided by the total amount of project expenditures as reported by grantees from beginning of initial budget period through September 30, 2007.

Program Cost per Teacher of Record: The total number of teachers of record placed divided by the total amount of project expenditures as reported by grantees from beginning of initial budget period through September 30, 2007.

Program Cost per Certified Teacher of Record: The total number of teachers of record certified divided by the total amount of project expenditures as reported by grantees from beginning of initial budget period through September 30, 2007.



DEFINITIONS

Please note the following definitions used by the Transition to Teaching (TTT) program:

Participants: Participants are individuals enrolled in the Transition to Teaching project during each fiscal year (includes all individuals enrolled in the program in a given year, even if they did not complete the program).

Teachers of Record: Teachers of Record are participants who are newly under contract to an eligible school district to teach AND who have principal responsibility for instruction.

Retention: Refers to the number of Teachers of Record who fulfilled their 3-year service commitments.

Certified: Participants who received the certification required by the State to teach. (That is, the level of State certification that is not dependent on being currently enrolled in a TTT or other alternate route program and is transferable across districts.)
