The following entities are eligible to apply under this competition:

1. Institutions of higher education.
2. Public or private nonprofit agencies or organizations.
3. Consortia of eligible institutions, organizations, or agencies. Eligible applicants seeking to apply as a consortium must comply with the regulations in 34 CFR 75.127 through 75.129, which address group applications.

Individuals are not eligible to apply for these projects.
