RESOURCES
  • DEPARTMENT OF EDUCATION GRANTS TRAINING AND MANAGEMENT RESOURCES
The Department of Education has several resources available that prospective grantees and current grantees may want to take advantage of. These include training modules for topics such as Cash Management, Indirect Costs and Internal Controls. Here's a brief overview for each:

    Cash Management
The purpose of the Cash Management course is to provide an overview of cash management guidelines, regulations and requirements concerning grant draw-downs and accrued interest, as well as the consequences for non-compliance. This 45-minute course will employ an interactive multimedia exercise to engage the learner in the decisions required of a grant recipient as they relate to cash management procedures.

    Indirect Costs
The purpose of the Indirect Costs course is to provide an overview of the concepts of indirect costs. The course is divided into three main topics, in addition to a course introduction and summary. This one-hour course provides an overview of key topics and concepts of indirect costs and includes an interactive knowledge check to actively engage the learner in the application of the course contents.

    Internal Controls
The purpose of the Internal Controls course is to provide an understanding of the concept of internal controls required for grants administration. Learners will also understand grantees' responsibilities for implementation and maintenance of internal controls in their grant management activities. This one-hour course provides an overview of internal control objectives, the statutory and regulatory underpinning, and the three types of internal controls as well as the five internal control standards.

  • UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, and AUDIT REQUIREMENTS for FEDERAL AWARDS
Current and future grantees should become aware of recent changes to regulatory guidance affecting all Department of Education grant awards. The Uniform Guidance at 2 CFR Part 200streamlines and consolidates government requirements for receiving and using federal awards so as to reduce administrative burden and improve outcomes. It was published in the Federal Register at 79 Fed. Reg. 75871 on December 19, 2014, and became effective for new and continuation awards issued on or after December 26, 2014. Please note the new regulations do not affect grant funds awarded prior to December 26, 2014, unless funds made available under those grants are carried forward into a new Federal fiscal year or a continuation grant. You may find the Department of Education's Uniform Guidance page at this link: http://www2.ed.gov/policy/fund/guid/uniform-guidance/index.html.

  • GRANTS HANDBOOK
The Department of Education recently updated it's Grants Handbook which provides guidance for administering any type of grant awarded by the Department. This is a valuable resource for grantees who want to know what procedures ED follows when providing oversight over the entire grants administration process. Here's the link: http://www2.ed.gov/policy/gen/leg/foia/foia-hb-01.pdf.

  • EDUCATION GRANTS: APPLICATION, MANAGEMENT, & CLOSEOUT
Grantmaking at ED provides a non-technical summary of ED's discretionary grant process and the laws and regulations that govern it. This document has been updated to include the new requirements from the Uniform Guidance, found at Title 2 of the Code of Federal Regulations, part 200 (i.e., 2 CFR Part 200).
