  • WEBINAR SERIES - FY 2015 STATE TRIBAL EDUCATION PARTNERSHIP PROGRAM AND NATIVE YOUTH COMMUNITY PROJECTS PROGRAM WILL BE HOSTING WEBINAR SESSIONS
    The Office of Indian Education has been hosting a series of online webinar sessions for both of the programs currently with competitions. To date, the following webinars have been conducted:

      May 14, 2015 - Native Youth Community Projects (NYCP) Pre-Application Webinar Session;
      May 12, 2015 - State Tribal Education Partnerships (STEP) Preliminary Agreement Webinar Session; and
      April 30, 2015 - State Tribal Education Partnerships (STEP) Pre-Application Webinar Session

    Thursday, May 21, 2015 - NYCP: Needs Assessment and Data Analysis
    Time: 2:00 P.M. to 4:00 P.M. EDT
    Goal: The goal of this webinar is to assist potential grant applicants to identify, collect, and assess data related to their tribe's educational needs. This includes identifying opportunities and barriers to reaching college-and-career ready youth, using data and the needs assessment to develop a project, determining feasibility to address top community needs and developing community partnership priority(s) that are addressed in the application.   • OFFICE OF INDIAN EDUCATION SEEKING FIELD READERS - DUE DATE FOR RESUME SUBMISSION IS MAY 29, 2015
    The Office of Indian Education is soliciting highly qualified individuals to assist in the review process for two discretionary grant competitions for 2015. This includes:

    • State Tribal Education Partnership (STEP) program—electronic review last two weeks of June, 2015

    • Native Youth Community Partnership (NYCP)—electronic review tentatively the last two weeks of July or early August, 2015

    Both programs are administered under Title VII of the Elementary and Secondary Education Act, as amended. The discretionary grant review information will be posted here when the schedule is finalized. Please submit your resume to John Cheek, Discretionary Program Team Leader at John.Cheek@ed.gov. Please submit a resume by April 30, 2015, and include an email address.

  • OTHER NYCP RESOURCES
    The Department of Education Office of Indian Education partners with other offices that offer a wealth of resources that may be useful to NYCP applicants. One excellent source is the US Department of Education Comprehensive Centers. There are 15 Regional Centers and 7 Content Centers which can be found at this link: http://www2.ed.gov/programs/newccp/awards.html. Contacts for all these centers may be found here: http://www2.ed.gov/programs/newccp/contacts.html. Five of the centers do have a focus on Indian education and may be contacted directly for more information. These include:

  • NYCP AND CONSORTIUMS
    The Native Youth Community Projects competition is currently open till June 29, 2015. One of the topics that has generated the most inquiries regards consortiums and their eligiblity. In short, if all participants are independently eligible to apply under the Demonstration grants program, the applicants may form a consortium. Each entity under this scenario would have been eligible to apply on their own but have chosen to form a consortium to better suit there needs. For further clarification we have included the applicable regulations that permit such an alliance. The EDGAR regulations (§75.127 through §75.129) are included below:

    Group Applications
    §75.127 Eligible parties may apply as a group.

      (a) Eligible parties may apply as a group for a grant.
      (b) Depending on the program under which a group of eligible parties seeks assistance, the term used to refer to the group may vary. The list that follows contains some of the terms used to identify a group of eligible parties:
        (1) Combination of institutions of higher education.
        (2) Consortium.
        (3) Joint applicants.
        (4) Cooperative arrangements.

    §75.128 Who acts as applicant; the group agreement.

      (a) If a group of eligible parties applies for a grant, the members of the group shall either:
        (1) Designate one member of the group to apply for the grant; or
        (2) Establish a separate, eligible legal entity to apply for the grant.
      (b) The members of the group shall enter into an agreement that:
        (1) Details the activities that each member of the group plans to perform; and
        (2) Binds each member of the group to every statement and assurance made by the applicant in the application.
      (c) The applicant shall submit the agreement with its application.

    §75.129 Legal responsibilities of each member of the group.

      (a) If the Secretary makes a grant to a group of eligible applicants, the applicant for the group is the grantee and is legally responsible for:
        (1) The use of all grant funds;
        (2) Ensuring that the project is carried out by the group in accordance with Federal requirements; and
        (3) Ensuring that indirect cost funds are determined as required under §75.564(e).
      ul
      (b) Each member of the group is legally responsible to:
        (1) Carry out the activities it agrees to perform; and
        (2) Use the funds that it receives under the agreement in accordance with Federal requirements that apply to the grant.
