Funding Status

FY 2015

The FY 2015 appropriation for the HSI program was $100,231,000. Of that amount, $48,977,025 was used to make 109 non-competing continuation (NCC) grant awards. The remaining balance of $51,066,641.04 funded 96 FY 2015 new development grants (82 Individual grants, and 14 Cooperative grants). An Individual Development grant was made to support an IHE that is eligible to receive a grant under this program. A Cooperative Arrangement Development grant was made to an eligible institution which has a formal arrangement to carry out allowable grant activities with another institution(s) of higher education. The lead institution of a Cooperative Arrangement Development grant must meet all eligibility requirements of the HSI program. However, partnering IHEs do not have to meet the eligibility requirements.

FY 2014

The FY 2014 appropriation for the HSI program was $98,583,000. Of that amount, $78,269,780 was used to make 121 non-competing continuation (NCC) grant awards. The remaining balance of $20,141,221 funded 38 FY 2014 new development grants: 29 Individual grants, and 9 Cooperative grants.

FY 2013

The FY 2013 appropriation for the Title V, Part A Program was $95,178,637 (after sequestration). Of that amount, $87,326,384 was used to make 139 non-competing continuation awards and $424,981 was obligated to make a supplemental award to a grantee that had not received its full funding in the previous year. The remaining balance of $7,426,918 was used to fund 11 FY 2013 new development grants: seven Individual grants and four Cooperative grants. Due to the limited funding available in FY 2013 to make new awards, it was decided to fund down the FY 2012 slate in lieu of having a competition.

FY 2011

The Department of Defense and Full-Year Continuing Appropriations Act, 2011, P.L. 112-10, was passed by Congress on April 15, 2011. It provides funding for the Department of Education for the remainder of Federal Fiscal Year (FY) 2011. The effects of P.L. 112-10 on the programs authorized by Title V of the Higher Education Act of 1965, as amended, are as follows:

Title V-Hispanic Serving Institutions Program (Part A)
The FY 2011 appropriation for the Title V, Part A, HSI Program is $104,394,792, a reduction of $13,034,208 from FY 2010. The Department anticipates no reduction in the amount of non-competing continuation (NCC) awards to be made in FY 2011. The Department also anticipates making new awards under this program in FY 2011 by funding down the FY 2010 grant slate.

Title V- Promoting Postbaccalaureate Opportunities for Hispanic Americans (PPOHA) Program (Part B)
The FY 2011 appropriation for the Title V, Part B, PPOHA Program is $20,836,290, a reduction of $1,163,710 from FY 2010. The Department plans to reduce each NCC award by approximately $51,748 from the requested amounts for FY 2011. The Department does not plan to make new awards in FY 2011.
