To date, the Historically Black College and University (HBCU) Capital Financing Loan Program has originated loans to 30 HBCUs (seven public HBCUs and 23 private HBCUs). These colleges and universities have used their loan proceeds to refinance previous capital project loans, to renovate existing facilities, to build new facilities, or to achieve any combination of the three.
The loan amounts for these 30 colleges and universities ranged from $3.5 million to $165 million. These postsecondary institutions have received 55 HBCU Capital Financing Loan Program loans totaling approximately $1.284 billion. Public HBCUs have received about $320 million in loan proceeds and private HBCUs have received about $964 million in loan proceeds. However, through repayments, and congressional appropriation language, and refunding, private HBCUs have about $930 million outstanding and public HBCUs have about $306 million outstanding.
