Who May Apply: (by category) State Education Agencies (SEAs)

State Educational Agencies are eligible to apply for a grant under this competition. Section 9109(41) of the Elementary and Secondary Education Act defines a State Educational Agency as "the agency primarily responsible for the State supervision of public elementary schools and secondary schools." Local school districts, schools, private schools, colleges and universities are not eligible entities.
