Emergency Management for Higher Education Discretionary Grant Program
CFDA #84.184T)
Fiscal Year 2008
Summary of Grant Recipients
The purpose of the Emergency Management for Higher Education (EMHE) discretionary grant program is to provide funds for higher education institutions to develop, or review and improve, and fully integrate campus-based all-hazards emergency management planning efforts for higher education institutions. In developing or improving their plans, higher education institutions are required to use the framework of the four phases of emergency management (Prevention-Mitigation, Preparedness, Response, and Recovery).
Typical activities included in grantee programs include reviewing and revising existing emergency management plans, conducting vulnerability assessments of campus facilities, providing training to campus staff and students, organizing tabletop exercises or large-scale drills, collaborating with local first responders and community partners, and developing or enhancing plans for preventing violence on campus by assessing and addressing the mental health needs of students who may be at risk of causing campus violence.
